DRAFT SCOPING REPORT AVAILABLE FOR PUBLIC COMMENT Newshelf 1186 (Pty) Ltd (Newshelf) is applying for a Mining Right over areas previously mined in the East Rand Basin, Gauteng. The proposed Cons Modder Project will be an underground gold mine, and is located northeast of Sherwood Gardens and Huntingdon on Portion 3 RE of Modderfontein 76 IR. Newshelf currently holds a Prospecting Right for the area (DMR Reference: GP 30/5/1/1/2 (10172) GP). The proposed Cons Modder Project will involve re - equipping two existing shafts. Surface infrastructure at each shaft will require approximately 3 ha. Ore and waste rock will be transported off site with trucks for processing and disposal. Construction is planned to begin in 2018, with operations expected to continue thereafter for 8 years. Decommissioning and rehabilitation will take place over approximately 1 year. Gold One is pursuing an application for 1)A Mining Right in terms of Section 22 of the Mineral and Petroleum Resources Development Act, 2002 (MPRDA); 2)Environmental Authorisation for activities listed in terms of the National Environmental Management Act, 1998 (NEMA) Environmental Impact Assessment (EIA) Regulations (GNR982 of 2014 as amended in 2017); and 3)A Water Use Licence in terms of the National Water Act, 1998 (NWA). Environmental Authorisation is required for the following activities listed in terms of the listing notices GNR983, GNR984 and GNR985 (all of 2014): GNR983 no. 14, 24, 27, 30; GNR984 no. 6, 17, 19; and GNR985 no. 4, 10, 12, 15. The listed activities require that a Scoping and EIA process be undertaken. Water uses associated with the project include the establishment of mine infrastructure within the regulated area of a watercourse (21 c and i of NWA); and the establishment of infrastructure for the containment of domestic wastewater, storage of contaminated water, and the construction of water management and pollution control infrastructure (21 g of NWA). Prime Resources (Pty) Ltd has been appointed as the Environmental Assessment Practitioner to facilitate the above processes.
